Not necessarily: Most rbbb are not associated with structural heart disease and heart dysfunction . It is primarily an electrical condition . If you do not show any evidence of heart disease then your breathing symptom is related to something else.

Talk to doctor: Have these symptoms started suddenly and recently? That would make me concerned. Please consult with your primary care physician. You may be referred to a cardiologist for more of a workup. Hope that you feel better and gain answers soon... Take care.
