Yes: The tensor tympani tendon can be cut by an otologic surgeon under local anesthesia or with sedation. This is a fairly easy procedure. There is one pitfall and that is you may become more sensitive to loud sounds. But myoclonus of the middle ear muscle(s) can be very annoying and if persistent, surgery can be very beneficial.
