Worse?: In general women tend to have less lung reserve (smaller lungs) so they may become limited sooner but in practicle terms this is not a major consideration. So too they may incur more damage with same pack year(s) smoking history. All people with COPD should be treated and stop smoking!

More susceptible: We don't know why women are more likely to develop worse and more progressive COPD than men for the same amount of smoking, but they are. More women than men are now dying from COPD and the incidence of lung cancer is higher as well. COPD and lung cancer are the leading causes of death in women after cardiovascular disease.

We don't know why: It is true that COPD is more common in women than men who smoked, but it is not clear why. We don't know if it is the kind of cigarettes smoked, the amount smoked, if it is genetic/related to hormones.... It is under investigation, but (as we don't know why COPD happens) we are a ways from an answer.
