95% have buds by 12: As many as 4% of girls will not show breast buds until 13, but most are well into puberty by this time. A visit with your dr can look into this issue. Pubertal changes are often paired with bone maturity and a bone maturity study may show your child at a younger stage. If not, other studies may be appropriate.
