Do they ever put a penis catheter, in for an acl surgery?

Rarely: Typically an acl reconstruction takes between 30 minutes and 2 hours. For long cases, or those that require more narcotic pain medication use, a catheter may be used to facilitate voiding. But in general, it is not necessary.

Catheter not common: Most acl reconstructive surgeries occur in a day-surgery or surgicenter setting. Becasue the operation routinely only takes between 45 minutes and 2 hours, a Foley catheter to drain the bladder and monitor urine output is not usually needed.
