No: Although it was often said that marijuana was not associated with tolerance and dependence the evidence is now pretty clear that it can be associated with addiction. The risk is probably less than many other drugs of abuse, but it is certainly not free of risk. And some people find withdrawing from marijuana to be extremely hard.
