Very low risk..: It is an antiinflammatory med similar to aleve/motrin, but formulated in topical form thus minimizing "systemic absorption" of the medicine. It is intended to diliver med to the site of pain with less medicine in your body, thus less risk to the gut etc... Some folks still take this med orally despite crohn's, so using topical gel is a safer alternative. Consult doc if u have trouble. Good luck.

Inconclusive: A recent review article (https://onlinelibrary.wiley.com/doi/abs/10.1111/apt.14606) has found no clear association between Crohn's disease worsening and use of NSAIDs. The Voltaren gel should be safe anyway because it is considered to be minimally absorbed.
