Yes and no: It depends if the cause of both is he same thing, or if these are two different problems and are true and true and unrelated. Certain types of arthritis can be associated with kidney disease like gout, lupus or you could have knee arthritis and the therapy you get for it like an NSAID ( an arthritis medication like Ibuprofen or naproxen) could cause a kidney problem.
