Yes, but reversible: "personality" implies enduring characteristics and response patterns over time, rather than reversible, situational responses. Sleep deprivation can certainly lead to changes in the way one feels & behaves, but these aren't permanent or static. One can become very tired or exhausted, irritable, and emotionally labile; memory and cognitive function can be poor; response time slows. Sleep = cure.
