Instability: Shoulder instability is quite common. Either you have an underlying joint laxity (looseness) or you underwent some trauma. Either way, you would benefit from a visit to your orthopedic surgeon or sports medicine specialist.

Unstable?: If you can "pop" your shoulder in and out at will without any past history of injury then you may be classified as a voluntary subluxator. However, if you had an injury and subsequent to that you develop looseness than you have instability. Subluxation means that your shoulder partially pops out of socket as opposed to dislocation whee ithe ball fully pops out of socket. See an orthopedist.
