No: This maybe torticollis, which can lead to problems with head shape. Should be evaluated, may need physical therapy.

No: There are many infants whose neck muscles will develop a tightening after the stresses of delivery. This is seen as they turn their head to the side of the stiffness. If they sleep that way it shortens the muscles and may need therapy.Older infants can develop a similar issue after some viral infections when the neck muscles become involved. Discuss with babies doc.
