Many causes: The combination of red irritated eyes and a genital rash could be one of many things. This kind of problem should be evaluated by a physician as soon as possible. The cause could be as simple as contact dermatitis or more serious like erythema multiform or behcet's disease. Have this one checked out by your doctor.
