Leave it alone: Not unusual to have prominent scrotal veins which may become less obvious when area is cooler, and engorged when temperature is warmer, especially with scrotum relaxed and hanging loosely. Varicocele are wormy veins within the scrotum and not obvious externally. No treatment is necessary for the vein you have.

Varicocele: Given your age, a true varicose vein there is unlikely. Varicocele a are fixed by interventional radiologists using a catheter based procedure. See a urologist and get a referral from there or from your primary doctor.
