Diffrent problems: A urethral tear is helped by the catheter becuause it seals off the tear, prevents bleeding and keeps down swelling that can obstruct flow. A stricture is scar tissue that has formed after the healing process is complete. Scar tissue formation is a normal part of the healing process. In some pts too much scar tissue forms and obstructs flow.Surgery to clesr out the scar is then necessary.
