Yes: Bleeding usually indicates that a menstrual period has begun, the ovulation cycle is beginning anew, and conception time is two weeks away. But there are other reasons for bleeding - fibroids, polyps, ovulation disorders, and pregnancy itself. I would not trust bleeding alone as an indicator of fertility.

Yes.: If you happen to ovulate early, i.e. Within 5 days from the start of your period (usually this happens 14 days after the start of your period) and have unprotected vaginal intercourse during that time, you can get pregnant with up to 25% chance.
