How does a glucose meter work?

Look at a strip: Glucose meters today work by detecting currents generated by a reaction of glucose (sugar) which is oxidized. If you look at the srip it has a bed where the drop of blood falls and small wirelike structures that go towards the meter.

Is safe to have blood glucose & still feels fine? Is that a good sign of diabetes or false readings the meter gives? I've taken medicine everyday & exercise. I don't know it's the meds that work or false readings.
I'm pre diabetic so check often. When I went for blood work, I tested at home and my fasting glucose was 88. Three hours later at lab was 106. Still fasting. Why the variation in readings?. My meter is within the parameters of the strips?
