Congenital heart: Hypoplastic rt ventrical is a heart birth defect where the rigth side of the heart fails to developed fully and it can lead to serious heart problems including death.

Yes: A wide variety of defects can affect the formation of the fetal heart and this is one of them. There amy be other defects to compensate for this or as a result of the hypoplastic right ventricle to accommodate normal blood flow.
