Yes: You can often relieve symptoms with therapy, or injections. Surgery can be limited to a decompression only without fusion.

Yes, decompression: If the cause of the lateral recess stenosis is purely due to something compressing the nerve, like a disc or bone spurs it can be treated with a decompressive laminectomy or hemilaminectomy. However, if the cause is instability of the spinal segment, it should be fused. Also, if there is severe back pain associated with it, your surgeon may suggest to fuse as well.
