No: No reliably safe method for permanently bleaching the skin exists. Improving skin clarity/tone can be accomplished with intense pulse light therapy, cosmelan, excel v laser, chemical peels, superficial laser resurfacing, q-switched lasers, etc. The optimum approach depends on condition and skin type.

No permanent bleach: There is no cream that will permanently bleach your skin. It's best to first figure out the cause of the pigmentation you are trying to correct. This will ensure that the best treatment(s) will be employed in getting you the results you wish.
