Probably not: Pvd (peripheral vascular disease) or COPD do not increase red blood cells. Infact COPD can increase red blood cells transiently because of low oxygen.

Both increase: In general, both tend to increase RBC counts because they contribute to body having difficulty getting oxygen. This makes you body think you need more oxygen carrying capacity like the rbcs do.
