Can increase risk: Chronic inflammatory skin conditions such as those from autoimmune conditions tend to increase the risk of non melanoma skin cancers. Particularly squamous cell carcinoma. This risk is usually due to changes in the immune system together with immunosuppression from drugs being used to treat the disease. Also patients who have had lots of phototherapy are at an increased risk.

Depends: Depends on which chronic skin inflammatory condition and which skin cancer. For instance squamous cell carcinomas can occur on the skin (and in the lung) at sites of chronic injury. Also depends on your definition of a chronic skin inflammatory condition, since doesn't that in some way include repetitive sunburns or tanning salon use?
