What are the disadvantages of liberal reproductive health programs?

Loss of flexibility: Don't know exactly what your ? Relates to but could be related to mandatory states insurance coverage for infertility. What happens is that pushes more patients to ivf crowding clinics. Instead of 200 patients we now see 2000 cycles per clinic. This creates impersonal care. Other thoughts would address liberal clinic policy for women to have access to contraceptives etc. No disadvantage.
