Not a concern...: As long as she's acting normally, eating fine without vomiting (some spitup is normal), and she doesn't have a fever, then no worries. Babies bowel habits (and adults for that matter) are highly variable - some are 2 a day kind of babies, some are every 3-4 days. If you switched from breastmilk to formula, that can sometimes alter the stool frequency.

No: Babies patterns of bowel movements vary a lot. When the baby does move her bowels, it should be a soft stool. If the stool is hard or formed, talk to your pediatrician. Some babies will only have a bm once or twice a week! make sure the baby still has a good appetite, no fever and is otherwise acting well.
