Possibly: Externals will bulge around the edge of the anus and are covered with skin. Internal can prolapse or protrude to the outside but are covered with mucosa similar to the inside of your cheek. If you have somnething protruding, get it checked by an expert before assuming it is hemorrhoids.

Often, yes: This is "prolapse, " and indicates pretty bad disease. You should consider treatment at this point...See a doctor!
