Unlikely: Inhaled steoids can cause thrush, a fungal infection in the mouth and throat area. It would be distinctly unusual for inhaled steroids to cause fungal lung infections - in fact inhaled steroids are used to treatment a from of asthma casued be fungal lung problems.

No, they treat it: The air we breathe always has fungal spores in it, and these don't usually cause any problems. When they do, a fungus ball can form (rare), we can get a fungal pneumonia (mainly in immune suppressed patients), or we can get an allergic reaction to the fungus. The last is commonest, and is treated with inhaled and systemic steroids + antifungals. The fungus itself and immune disorders cause it.
