Ulcer: First off get that ulcer to heal wearing an unna boot. Go see a doctor asap.

Yes, it is. : It is not only ok, but good for you to wear compression stockings in your situation. The stocking will help keep the swelling down in your legs which will tend to build up because of your blood clots and the varicose veins. It will not only reduce your pain that you have with the swelling but reduce the risk for further complications occurring.

Yes: If the ulcer you have on the inner aspect of your leg above the ankle then most probably it is related to your venous problem and you need a high pressure compression stocking 30-40 mmhg.

Related problems: The blood clots aka deep venous thrombi and/or phlebitis, the visible or bulging varicose veins, and ulcer are all late effects of your advanced venous hypertension. You will need more than compression. An ultrasound of veins performance, a soft cast weekly until your wound heals and removing the bad vein will likely help you. Anticoagulants are also possible. See a vein specialist.

Most likely: If the cause of your ulcer is venous in nature, compression stockings generally would be of benefit for patients with ulceration, blood clots, and varicose veins. However, you should contact your physician for his recommendation.

Compression: Yes, so long as this is directed from your clinician. We need to know that your arteries are okay and then we can determine the correct level of compression.

It is essential: As long as your ulcer is coming from chronic venous insufficiency and isn't due to pad, then compression is essential. It will help to promote healing of the ulcer, reduce your pain and swelling, and decrease your risk of developing post thrombotic syndrome after the blood clots. You have a complicated case and a proper venous ultrasound evaluation needs to be done, as dr. Berg said.
