Depends: A congentital cataract is a cloudiness of the natural lens that is present at birth. The opacity and resulting blurring of vision vary greatly from not-symptomatic to severe. The most severe types necessitate surgery in the first year of life to prevent amblyopia (lazy eye). Visual disability has a legal definition of corrected vision in better eye of worse than 20/200.
