Is everything just black if blind or does bright light do something?

Depends: Perceived stimuli vary depending on extent of blindness. Some patients can not even see light while other can see light or moving objects. Legal blindness starts at less than 20/200 in both eyes so some blind patients can see a few letters on the eye chart.
