Sure: Being predisposed just means "more at risk" than others. You're more at risk for diabetes if you have a family history of diabetes, if you're overweight, aren't physically active, don't eat healthy, etc.

Yes: If your parents, sibling have diabetes, you may get diabetes. Other contributing factors, food habits, obesity, lack of exercise etc.
