Yes and no: Was your baby premature?If so you need to correct the age.Parents oftentimes carry their children around and kids don't get a chance to explore and learn how to walk. They get that free ride and parents forget children learn by doing things , trial and error. Regardless go see your pediatrician to get your 15 month old evaluated.

16 months is the : upper limits of normal for walking. Have her pediatrician check her muscle tone, strength & reflexes. If all are ok, practice rolling a thin towel, wrapping it around her waist, holding the " tail" from behind, instead of holding up her arms & give her a month to take 10 steps independently.Developmental screening tests are on firstsigns.org
