Yes: Yes under some circumstances it can be by unloading medicines , but if atrial fibrillation is involved it is harder.

Sometime: Sometimes. Depends on cause. Unfortunately long standing atrial dilatation results in fibrosis and may not be reversible. This is one of the causes of associated arrhythmias.
