Mental: Impairment could mean mental illness impairing such abilities as cognition/reality testing/social functioning/self care. Retardation is low iq.

3 functions of life: There are three major functions in life to achieve. One is build healthy relationships with our friends and family. Second is find love/partner, not necessarily a sexual relationship, but being the most important person in someone's life. And third is to find a purpose, a way to give back to the community through work or other means. Mental illness arises when one of these areas is flailing.
