Can the bump on my neck be a thyglossal duct cyst?

Possible: Most thyroglossal cysts are midline on the neck. I would have yur doctor see it . They are benign but it can be other things.

Thyroglossal cyst is: A neck mass that develops from tissues remaining after the formation of the thyroid gland, which begins at the base of the tongue & moves down the neck through a canal (thyroglossal duct) that normally disappears. Residual duct can form cysts that may fill with fluid/mucus & may get infected or may get large enough to hinder swallowing/breathing. An ENT specialist can check & offer options for tx.
