Connections in brain: It is all really complicated but basically it allows the neurons to communicate. Without that communication you don't have a lot of control over you own emotions and suffer depression.

No one knows: Because medicines that increase serotonin (ssris) help depression, many assume that depression must be due to "low serotonin". There's actually no evidence for this. We don't know why increasing serotonin helps depression, just that it does. It is likely a "downstream" process involving other neurotransmitters or protein synthesis in brain cells, accounting for the 2+ week delay in mood effect.
