Absolutely: This is often a good sign as it typically implies that said person is gaining muscle mass. I had a patient like this once who was very mad at her trainer who felt something was wrong with her since she wasn't losing weight. He forgot to check on her waist circumference which was 3 inches smaller! oops! on that note, measure waist circumference rather than weight.
