A group of: persons who are uninsurable by normal plans because their high risk status all but guarantees the insurance company will lose money on them...the premium pool will not be able to cover the payouts. For example, a patient with a pre-existing medical condition trying to get health insurance, or a driver with multiple driving infractions/accidents trying to get auto insurance.
