Depends . . .: I feel a bit like former president bill clinton answering your question. If by "sex" you mean male vs female, then there's really no link between testosterone and determination of fetal gender (caveat: low Dht can cause xy male to look female). But if by "sex" you mean sexual function in a broad sense, then low t levels could decrease sex drive in both men & women as well erectile function in men.
