Sometimes: The patient has to be declared mentally incompetent by a judge before a physician can do something -- unless it is an emergency, it which case two physicians can agree they are doing the best thing for a patient and treat. However, this does not sound like an emergency. Advanced care directives and health care directives try to cover this eventuality.
