Depends: If you have active lesions (ulcers/bumps), then you are infectious. You can easily pass it on to your partner through skin to skin contact. Herpes is not passed strictly by semen or vaginal fluid. It's passed by rubbing against the fluid filled blisters. That fluid has the virus. The same goes if you receive oral sex. You should wait until its suppressed to reduce (not eliminate) the risk.
