I asked a question about my ankle, one of the docs said to go to er "u need to go to hospital to rule out a fracture" ? meaning?????

Need X-rays: I believe the doctor(s) said to go to the ER because they will have the ability to perform imaging (X-rays, etc.) and have it interpreted quickly. If your ankle is fractured / broken, the ER will be able to put it in a cast or a boot, if needed. They may also be able to have an orthopedic surgeon see you while you are there or set you up with one for follow-up.
