Vitamin E is good: for the skin. It's easier to buy a bottle of vitamin E at the drug store and apply that rather than opening capsules. Peace and good health. Good oil in your diet helps too.

Obviously yes: Since you have been doing this, obviously you can! You are probably also asking if this is safe and yes, it is. However, it is best to use natural Vit E which is d-alpha tocopherol with mixed tocopherols. Avoid synthetic E (dl-alpha tocopherol). Many studies show that applying Vit E is very beneficial.
