Yes and no: By definition, a birthmark is present at birth. However, there are a variety of vascular (blood vessel) birthmarks that tend to grow faster than the baby and reach their peak in relative size and prominence around 8-12 mo. Many would accept them as birthmark variants since they exist (unrecognized)under the skin from birth. That said, marks that come up around 9 mo are usually labeled differently.
