Probably not: This happens not infrequently when nerves that exit the small foramina in the spine are 'bumped' sending quite a jolt down the respective nerves: usually the greater or lesser occipital nerves which will reach the top the head matching your description. In short this happens and is usually self-limiting and not a cause for concern. If it happens repeatedly then I you should seek medical attention.
