If bother you enough: It is not possible to diagnose your condition without more information and examining you. However it does not sound life-threatening or serious. It is possible you are suffering from recurrent Urticaria/Hives from some allergen or temperature change. You can try taking zyrtec (cetirizine) every day and wearing 100% cotton clothing to see if symptoms improve. If still bothersome or worsens, see a clinician.

Itching: Do you have a rash? If so probably seeing a provider would help. Is you skin dry? You want to try some moisturizing cream and see if that alleviates the itching. Medicines and medical problems can cause itching. For example people with liver problems can itch.
