Asthmatic bronchiti: During bronchial irritation like in bronchitis some people may have bronchial spasm also,that might cause wheezing and shortness of breath

Yes: It is quite normal to feel that you can't breathe well when you have inflammation of the bronchial tubes which is what bronchitis is.
