Irritation...: It seems you might have caused some chemical burn or a skin reaction(dermatitis). This is a very sensitive area and prone to infection. If you are definitely in pain my suggestion is to visit an urgent care center or your doctor as soon as possible for evaluation and immediate treatment. With prompt treatment usually most people recover quickly.

No: Not damaged permanently. The skin on the scrotum is sensitive and is irritated from the chemical. Get some 1% hydrocortisone and apply to the irritated area three times a day for a few days.
