Possible fungus: Tinea cruris, a fungus, is perhaps the most common cause of a rash called "jock itch". Although it can be treated with an antifungal cream alone, often the most rapid relief is obtained by using a combination antifungal and steroid cream (Lotrisone); it's also available in the generic version; apply it sparingly twice daily for several days until the rash is gone.
