Dryness: Dryness of the skin is a common cause of itching during winter months, but associated swelling is not usual. If your house is too hot and dry, try using a humidifier and apply amoisturizing lotion like alphakeri or eucerin. Otherwise a dermatologist is best qualified to evaluate you.

Winter Itch?: I'm just taking a stab at this, but look up "cold-induced angioedema" and see if it fits your bill. The name is somewhat misleading but some people inherit the propensity to swell and itch in various parts of the body in the cold. Sometimes it it shows-up as a marker for some other medical problem. Try using non-prescription Benadryl (diphenhydramine). If it doesn't work, see your doctor.
