Allergy?: For the dry skin a good little tub of Carmex is probably the best thing. But this itchy bumpy lip problem sounds more like a recurrence of an allergy. Think about recent foods you have eaten? Changes in soaps or perfumes or detergents? You might try a dose of Zyrtec (cetirizine) 10mg over the counter to see if this resolves. Best of Luck!
