There is no medical: reason for a girl or woman to wear a bra. In the U.S., having female nipples showing under clothing is not okay in most social milieus. (Having male nipples showing is usually okay.) If the young lady is ready for her first bra, please take her for a fitting by a knowledgable saleswoman & go do something else until they finish their task. Then, don't ask probing questions, just pay up & smile.
